Chief Minister Bhajan Lal Sharma said that by expanding the scope of the scheme of LPG cylinder for Rs 450, now all the beneficiaries of National Food Security Act in the state will be given LPG cylinder for Rs 450. Till now, the families of Prime Minister Ujjwala Yojana and BPL category were getting its benefit.

The Chief Minister made many important announcements on Monday during the response to the discussion on Rajasthan Appropriation and Finance Bill, including implementation of the recommendations of the Employee Pay Anomaly Test Committee constituted in the previous government, provision for appointment of Agniveer youth in Police, RAC, Jail Prahari, Forest Guard, Development Authority in Bharatpur and Bikaner. The Chief Minister said that Prime Minister Narendra Modi works 24x7 for the upliftment of the poor, backward and the person sitting at the last end. He said that our government has also given a budget with the thinking of universal welfare, bringing smile on the face of all sections of the society - youth, farmer, woman, laborer, poor, helpless, neglected and the person standing at the last end. With the 10 resolutions of this budget, we will build a developed Rajasthan with the prosperity of the people of the state.

State governments were dismissed more than 50 times between 1953 and 2014

The Chief Minister said that 25 June 1975 was a black day in Indian democracy. On that day, former Prime Minister Late Indira Gandhi murdered democracy to save her position. Leaders were put in jail under MISA law, the rights of the court were attacked and censorship was imposed on the media. Also, elected governments were dismissed in states more than 50 times between 1953 and 2014. He said that our government believes in democratic values. The Chief Minister said that our government works for public welfare, not the politics of changing names. The previous government renamed Atal Seva Kendra as Rajiv Gandhi Seva Kendra and changed the name of Annapurna Rasoi Yojana to Indira Rasoi Yojana.

The previous government did not implement the announcements

He said that our government is moving forward with a policy of doing concrete work, while during the time of the previous government only empty announcements were made. Animal keepers were registered in the Pashudhan Bima Yojana but not a single animal was insured. At the same time, many announcements including opening medical colleges in Pratapgarh, Jalore and Rajsamand, repair work of Ferozepur feeder, Vishwakarma MSME in Jaipur, development of Central Bus Stand-Sindhi Camp as a multi-model integrated ISBT hub were not implemented.

More than 45 thousand recruitments, 20 thousand youth got jobs

He said that our government has published advertisements for recruitments for more than 45 thousand posts in a short period. About 20 thousand youth have also got government jobs. The Chief Minister said that during the time of the previous government, no MoU was made for ERCP (Eastern Rajasthan Canal Project). Also, not even a demand letter was written for the Yamuna Water Agreement. At the same time, we started work on these schemes in the interest of the state.

Atal Pragati Path will be built with Rs 1 thousand crore

During this, Sharma expressed his gratitude to Prime Minister Narendra Modi for making provision to connect more than two and a half thousand rural settlements of the state with road under Pradhan Mantri Gram Sadak Yojana 4.0. He announced works worth more than Rs 1 thousand 100 crore for the construction and upgradation of roads in the state. He said that Atal Pragati Path of cement concrete will be constructed in rural areas with a population of more than 10 thousand by spending Rs 1 thousand crore in 2 years. He announced to provide 1000 e-buses instead of 500 for public transport in big cities.

Development authorities will be formed in Bharatpur and Bikaner

The Chief Minister announced the formation of development authorities there by upgrading Bharatpur and Bikaner UIT. He said that for the purpose of timely and quality execution of public facilities in urban bodies, a District Urban Commissioner will be appointed at the district level. He said that a new plan will be made for the development of Dravyavati river. He also announced the work of fecal sludge management in a phased manner in 100 clusters including towns with a population of more than 10 thousand and nearby villages and sewerage master plan in Dausa city, sewerage line work in Surajgarh (Jhunjhunu), Sangod (Kota), cleaning and reconstruction work of damaged drains in Chechat and Khairabad towns.

Announcement of Rs 540 crore for 9 works related to drinking water

Sharma announced 9 works related to drinking water including construction of Common Intake Well with Transmission Line for Ajmer (Phase-3)-Jaipur (Phase-2) in Bisalpur Drinking Water Scheme for drinking water facility in the state at a cost of Rs 540 crore. He said that to ensure the quality and cleanliness of drinking water, Rs 15 crore 50 lakh will be spent to make water testing labs of national level and get them recognized by NABL. Also, water testing samples will be made online by geo tagging.

4100 MW capacity will be created by signing MoU with SCIL and GAIL

The Chief Minister said that taking another step towards making the state self-reliant in the energy sector, 4100 MW capacity will be created by signing MoU with SCIL and GAIL. He said that 1000 MW additional energy can be produced on farmers' fields through Kusum Project / HAM Model.

Industrial parks in Khushiara and Pander and IT park in Ajmer

Sharma announced raising the loan limit to Rs 2 crore for 6 percent interest reimbursement under Yuva Udyamita Protsahan Yojana, giving 2 percent additional interest subsidy for loans at the rate of 5 percent being given to artisans under PM Vishwakarma Yojana, setting up industrial parks in Khushiara (Baran) and Pander (Jahazpur)-Shahpura and IT park in Ajmer.

Recruitment will also be done on Class IV posts

The Chief Minister said that more than two and a half lakh youth of the state will be benefited under the PM package for skilling and apprenticeship of youth. With the aim of reducing the time taken in recruitment, he announced that document verification will be done at the departmental level and the provision of 50 percent increase in the number of vacancies after the notification will be increased to 100 percent. He said that recruitment will be done on these posts by changing the rules of Class IV recruitment. He announced changes in the provisions of CET and minimum marks for qualification to be 40 percent for all categories and 35 percent for SC-ST. He also made several important announcements in terms of expansion of education including 6 new colleges including Kalwad, Banipark (Jaipur), 3 new girls colleges, Agriculture College in Balahera (Mahwa-Dausa), 2 polytechnics and a women's polytechnic.

RIMS to be built in the state on the lines of AIIMS

Sharma said that while upgrading RUHS, Rajasthan Institute of Medical Sciences will be established on the lines of AIIMS Delhi. He also announced the formation of Electropathy Board in the state under Rajasthan Electropathy Medical System Act-2018. He also announced the establishment and upgradation of various medical institutions including providing linear accelerator machines for cancer patients in Sri Ganganagar and Medical College Kota.

Vijaydan Detha Sahitya Utsav to promote Rajasthani literature

The Chief Minister also made announcements for various faith centers, panorama and stepwell development works, including celebrating Vijaydan Detha Sahitya Utsav every year to promote Rajasthani literature. He said that new regional offices of Rajasthan State Pollution Control Board will be started in Jaipur and Jodhpur. He announced various irrigation related works to irrigate 2 lakh 50 thousand hectares of area with an amount of more than one thousand crore rupees. He said that Raj Kisan Saathi platform will be developed by making a provision of Rs 40 crore to provide online information related to crops, crop diseases and marketing to farmers. He made various announcements including 10 percent increase in grants payable to registered Gaushalas, opening of 2 thousand milk collection centers, establishment and upgradation of veterinary institutions, opening of agricultural markets in Parbatsar (Deedwana-Kuchaman), Sedwa (Chowhatan) and Bhadroti (Sawaimadhopur) and establishment of 150 seed banks.

The number of deed writers will be 5 thousand

Sharma announced to make provision for appointment of Agniveer youths in police, RAC, jail guards, forest guards on the lines of central armed forces. He also made other important announcements including establishment of 100 seater state level Abhay Command Center in the state, deployment of a company of Border Home Guards in Tijara (Khairthal), integration of Revenue Board and Tax Board located in Ajmer/Jaipur, doubling the number of deed writers to 5 thousand, establishment and upgradation of various administrative, police units and courts. He announced to provide Rs 7 crore 50 lakh as one-time assistance to the Bar Council.

5 percent additional allowance for pensioners between 70 and 75 years

The Chief Minister announced implementation of the remaining recommendations of the Employee Pay Disparity Examination Committee constituted by the previous government regarding pay reform and pay disparity from September 1, 2024, and relaxation of 2 years in the prescribed eligibility period of 5 years of experience for appointment on conversion of posts created under Rajasthan Contractual Hiring to Civil Posts Rules-2022 into regular posts in the year 2024-25. Providing relief to the pensioners, he announced 5 percent additional allowance for pensioners between 70 and 75 years.
