Rajasthan is continuously moving forward on the path of Ease of Doing Business. To encourage sustainable practices and small entrepreneurs in the state, Ease of doing business has now become an important priority for the state government. In this direction, the Rajasthan State Pollution Control Board has expanded the jurisdiction of regional officers for ease of doing business and to promote sustainable industrialism.
Shri Shikhar Agrawal, Chairman of Rajasthan State Pollution Control Board said that the efforts are being made keeping the interest of the general public and the stakeholders paramount, so that the establishment and operations of industries in the state be eased. He further added that the Regional Officers have been entrusted with the powers to do various procedures for consent and operation of industries under The Water (Prevention and Control of Pollution) Act and The Air (Prevention and Control of Pollution) Act 1981 Act. Owing to this the entrepreneurs will not have to take consent from the headquarter and establishment of industries will be eased. At the same time, employment opportunities will flourish in the region.
As per the order issued by Shri Vijai N, Member Secretary, Rajasthan State Pollution Control Board, more powers have been delegated to regional officers to encourage MSME industries and attract investors. This includes all those industries/projects/processes/activities which come under green category as well as building and construction projects of more than 20,000 sq., township and area development projects of 5 hectares and above / housing units, fruit and vegetable processing, All industries under orange category except food processing units including food additives (on a large scale) and selected units in red category including mining lease up to 25 hectares, crushers in mining lease area and others. A detailed guideline for the above has been issued as well.
It is worth mentioning that earlier, consent authorization had to be obtained from the headquarters to establish and operate with capital investment of more than 10 crore rupees such as food processing units, printing ink, fertilizers, formulations of pesticides, pharmaceuticals and scraping centres. Now the authority of this consent has been given to the regional officers. After this move, sustainable industrialization will be promoted with increase in investment at the regional level in the state.
-Schedule of environmental monitoring and inspections massively rationalised.
According to another order issued by Member Secretary Shri. Vijai N, the rules for monitoring and inspection of small scale industries and units with low pollution emissions have been streamlined on a large scale. As per this order inspections have been scheduled on the basis of pollution emissions of industrial sectors including textile sector, health care facilities, cement plants, power plants, mines CETP and STP etc. Now CETP (Common Effluent Treatment Plant) and STP (Sewage Treatment Plant) will be inspected monthly, which was earlier quarterly. The inspection of highly polluting 17 category industry shall be quarterly as well as red category (other than 17 categories) (large scale) half-yearly, red category (other than 17 categories) (micro, small and medium enterprises) yearly, orange category of industry ( Large scale) annually, orange category (micro, small and medium enterprises) once in two years and green category industries will be monitored and inspected as per the requirement. This inspection and sampling/monitoring will normally be done by a joint team of technical and scientific officers of the State Board.
- Network of laboratories expanded for pollution monitoring in the state
In the state, the pollution elements and levels of air, noise, water, soil, and hazardous waste so far were being monitored by the Rajasthan State Pollution Control Board through 13 regional laboratories and 1 central laboratory. As per another order issued by Member Secretary Shri. Vijai N now the analysis reports of the MOEF&CC notified and NABL accredited labs, Rajasthan State Govt/PSU/Board/Corporation labs, Central Govt/PSUs in Rajasthan laboratories of the Board/Corporation and Government Engineering Colleges in Rajasthan will also be accepted. With this, pollution monitoring will be done on a large scale and more options will be available to the stakeholders and the common public at government rates for pollution measurement and analysis.
